MARK F. TECENO
Mark F. Teceno, medically retired from law enforcement in 2011. He is currently licensed in Maine as a Polygraph Examiner & Professional Investigator. Mark has been a licensed polygraph examiner since 1998. In 21 years, he has administered about 1800 polygraph exams. He has worked for both the prosecution as a police examiner and for the defense as private examiner.
He is one of the most veteran examiners in Maine. He has done extensive polygraph work in dozens of murder and manslaughter cases. He is most experienced at testing matters involving allegations of child abuse and sexual abuse and misconduct.
Mark has 27 years of combined military and civilian law enforcement service. Notability what Mark brings to a child abuse and sex offense investigations are his experiences as a Portland Police Detective and Police Polygraph Examiner. For two years Mark as a police detective was assigned directly to DHHS, Bureau of Child Protective Services. He served as a child abuse investigator; Coordinator for the Children’s Emergency Response Program, and the liaison officer between the Portland Police and Child Protective Services in Portland. Mark investigated nearly 200 criminal allegations of child abuse and neglect during that assignment to DHHS.
Mark was a Maine Criminal Justice Academy Instructor. He instructed at the basic police school and at advanced in-service training for police officers and child protective workers on topics of interview and interrogation, various credibility assessment techniques, basic criminal investigations and child abuse and neglect investigations.
Before becoming a full-time civilian police officer, Mark was a Staff Sergeant in the United States Air Force. He spent more than 7 years as a Law Enforcement Specialist/Supervisor. He was trained by the FBI as a hostage negotiator. While on-active duty Mark worked one year as a part-time police officer in New Hampshire.
